For anyone interested in tax law and policy and the tax legislative process, serving as a staff member of the Joint Committee can be extremely stimulating and rewarding. Our staff is a closely-knit group of several dozen lawyers, accountants, economists, information technology specialists, and administrative support personnel. We work in teams to bring the perspectives of professionals from different disciplines to every project. Our aim in taking this collaborative, interdisciplinary approach is to provide a careful, informed analysis of each issue that we are asked to consider.
Because the Joint Committee staff is nonpartisan, we are able to assist both the majority and minority parties in the House and Senate, which better enables us to analyze issues from every angle and to provide continuity throughout the legislative process. Therefore, our professionals must be able to maintain strict confidentiality to ensure that the Joint Committee staff continues to enjoy a high level of trust from both sides of the political aisle and both houses of Congress.

Legal Research Analyst (part-time or full-time)
Position overview: The staff of the Joint Committee on Taxation is a nonpartisan staff that assists Members of Congress, Congressional tax-writing committees, and their staffs with development and analysis of tax legislative proposals. We are seeking a highly-motivated professional to join us as a Legal Research Analyst to assist in the organization and management of our print and electronic library collection. You will also work with our lawyers, economists, and accountants on research projects involving a wide range of subjects, including individual tax, business tax, international tax, tax-exempt organizations, and pensions and benefits. You will work closely with, and under the direct supervision of, our Tax Resource Specialist. Your duties will include, but will not be limited to, the following:
- Organizing and managing print and online library resources for internal staff access;
- Maintaining a comprehensive collection of compiled legislative histories on taxation;
- Conducting legislative research on tax, economic, and financial policy matters and maintaining a centralized repository of such research as part of our online library resources;
- Monitoring and reporting on current legislation, congressional hearings, and seminars;
- Archiving staff work product in accordance with established guidelines and policies; and
- Digitizing historical committee publications and records for publication to our external webpage.
Requirements: Strong writing, communication, and research skills, including the use of print and online resources, are required, as is an interest in the United States legislative process sufficient to develop an understanding of complex policy issues necessary to complete assigned research projects. Knowledge of legislative research resources and congressional documents is preferred.

Education: A Masters in Library and Information Science is preferred. A Bachelor’s Degree in library and information science, political science, economics, or a related field is required.
